The Department of Natural and Environmental Resources, pursuant to Section 2.1 of Law No. 170 of August 12, 1988, as amended, known as the "Uniform Administrative Procedure Act of the Commonwealth of Puerto Rico, publishes this notice to enactment of the Draft Regulations above.

This Regulation is adopted and promulgated under the authority vested in the Secretary of the Department of Natural and Environmental Resources by Law No. 78 of July 26, 1996, which amend Articles 5 and 12 of the Reorganization Plan No. 1 of December 9, 1993, and observing the principles of “Accounting Law of the Government of Puerto Rico”.  Law No. 78 of the June 26, 1996 exempts the Department of Natural and Environmental Resources and its operational components to comply with Law No. 164 of July 23, 1974, as amended, known as the "Law of the General Services Administration”.  It also authorizes him to establish their own purchase and non-professional services systems, and adopt regulations, rules and procedures for the procurement of goods, non-professionals and auxiliary services within standards of excellent fiscal management, economy and efficiency.

The text of the proposed Regulation will be available during working hours and days at the Auxiliary Secretariat of Management Affairs, Nine Floor of Dr. Cruz A. Matos Building, located at Sector El Cinco, Road No. 8838 Km. 6.3 Río Piedras, Puerto Rico.

Interested persons may submit their comments and suggestions, in writing, within 30 days after the publication of this notice, directing your correspondence to:
